On June 12, 2017, the Canadian government announced the signing of a Multilateral Early Learning and Child Care Framework agreement with Canada’s provincial and territorial governments and went on to negotiate three year bilateral agreements that set out how much federal funding for early learning and child care would be allocated and spent by each jurisdiction. With funding support from The Muttart Foundation, Child Care Now prepared this report which analyses Canada’s Multilateral Early Learning and Child Care Framework agreement, each of the provincial/territorial bilateral agreements and how they measure up in terms of an evidence-based vision advanced by Canada’s child care advocates for universal, affordable, inclusive and high-quality early learning and child care.
